Officers raid 13 Indy massage parlors

INDIANAPOLIS (WISH) – Indianapolis police, firefighters, code enforcement and the health department raided 13 parlors Monday morning looking for illegal activity and other violations. Scroll below the story to see a list of the massage parlors targeted by the raids. Authorities didn’t make any arrests in Monday’s sweep, but they did issue 73 violations.

Police said many times the women who work at the massage parlors are forced to offer sex for money.
“The women who work in these illegitimate massage parlors are human trafficked into the country,” Bannon said.

CITY HALL IS BACKPEDDLING A BIT ON A RECENT CRACKDOWN ON MASSAGE PARLORS.
MESSAGE THERAPIST JASON BORECKI TOLD THE ALDERMEN IN THE CITY COUNCIL ZONING COMMITTEE THAT THE PROSTITUTION IN THE ILLICIT MASSAGE PARLORS SHOULD NOT PUNISH HIM.
HE SAID, “WE DON’T FRONT STRANGE, WIERD SERVICES TO PEOPLE. IT’S LIKE THEY COME TO US AND SAY WE HAVE A HEADACHE, AND I SAY, “YA KNOW, I THINK I CAN HELP YA OUT.”
AND SO THE ALDERMEN VOTED TO ALLOW MASSAGE THERAPY IN CERTAIN RESIDENTIAL NEIGHBORHOODS..

Increased licensing fees would cost more than $1,000 more a year for Yellow Rose Carriage, a company that manager Peggy Best said has been restricted to eight licenses a year for the past 26 years.
“It hurts at a time when this is a discretionary income business,” Best said. “People are already hurting, and carriage rides are the first thing to go.”
The city began meetings with the business community about the proposed increases and the city’s desire that businesses shoulder the true cost of regulation.
“We understand the budget pressures the city is going under. This is simply not the time, at least from most people we’ve heard, that they should go into effect,” said Joel Reuter, of the Indianapolis Chamber of Commerce.
Indianapolis licenses 27 different businesses, including massage parlors, escort services and adult entertainment — such as Lenny’s Gentlemen’s Club, where fees will increase 600 percent annually, from $75 to $575.

Van Li was arrested on a misdemeanor charge of prostitution and taken to the Hamilton County Jail. Police officers had difficulty gathering information from Van Li because she didn’t understand English very well, Goodman said.
The arrest comes more than two years after a rash of prostitution arrests led the Carmel City Council to pass an ordinance regulating massage businesses. Goodman said the business was licensed by Carmel and Van Li had a certificate from a California massage therapy school.
“I can’t say the entire business isn’t legitimate,” Goodman said. “We only arrested one person.”
A quick Google search for Ivy’s Spa in Carmel brought up a listing on an erotic massage Web site. The spa also advertises in a local alternative weekly known for prostitution and escort ads.

Adult Businesses Focus Of Code Crackdown
City: No Massage Parlors, Escort Services Not Licensed

INDIANAPOLIS — A new city department has taken aim on Indianapolis massage parlors and escort services.
The Department of Code Enforcement, approved by the City-County Council Monday night, will focus on issues that threaten safety and property values, and adult-oriented businesses are the first targets, 6News’ Jack Rinehart reported.
Various code enforcement functions will now be consolidated under one city agency, giving one office the teeth to clean up what city officials think is a pervasive problem.
No appointment is necessary at Chinese Therapeutic Massage, on Indianapolis’ far northeast side, but employees didn’t seem sure if they had licenses.
Relaxation Asian Massage, on the city’s east side, boasts licensed masseuses, but couldn’t provide license information to 6News.

A six-month investigation of three Avon massage parlors led to the arrest of four women.
Employees at the three parlors Chinese Star Massage, Sunny Spa and Sunshine Spa, all located on U.S. 36 were arrested Tuesday on preliminary charges of felony prostitution, after police said they offered to perform sex acts on undercover detectives.
The names of the women arrested, according to police, are Shu Mei Chen, Qiu Lin Liao, Xiao Lin Liao and Yong Yuan. Their ages were not immediately available.
Lewis said police couldnt shut down the businesses, but additional charges could be issued as the investigation continues.

Avon officials hope to permanently shut three ‘massage parlor‘ sites
Avon leaders met with the town’s lawyer Thursday to determine if they can legally shut down three Avon massage parlors that local police say were fronts for prostitution.
Four women were arrested Tuesday on preliminary charges of misdemeanor prostitution after a six-month investigation of Chinese Star Massage, Sunny Spa and Sunshine Spa, all on U.S. 36.

Giving more than massages in a massage parlor wouldn’t be new to Hendricks County or the Central Indiana region. About 15 years ago, several massage parlors moved just across the Marion County border into Hendricks County. A joint effort by police in both counties forced them out of business.

The last time Avon made a prostitution arrest at a massage parlor was in September 2007. That arrest, which led to a conviction, occurred while town leaders were considering an ordinance to require massage therapy businesses to obtain a local permit.
