“She was not just a prostitute, she was the sweetest girl,” said Heather Chapman, 22, who met her in the county jail in November. “She told me she wants to stop. I told her I was going into this program. She said, ‘I know, Heather, it’s going to work.’ I’m so glad I’m in the program. But I’m so sorry seeing my sisters dying.”
